Partner With CITE TSG

CITE TSG supplements prime contractor teams with qualified instructors, subject matter experts, exercise planners, controllers and evaluators, and emergency management personnel for federal, state, and local requirements. If your contract carries a CBRN, hazardous materials, or emergency management scope, we can carry that portion of it.

Roles We Fill

Personnel you can put against a scope

We staff the positions that training and readiness contracts actually require, working to your curriculum and your deliverable formats or developing them with you.

Instructors

Hazardous materials awareness and operations, hazmat transportation, mass casualty decontamination, annual refresher and competency verification, and emergency operations center courses. Delivered at your site or ours.

Subject Matter Experts

CBRN and hazardous materials response, emergency operations center operations, hazardous materials transportation, and plan and procedure review. Available for technical review, working groups, and proposal support.

Exercise Planners, Controllers & Evaluators

Discussion-based and operations-based exercise design, documentation, control cell staffing, evaluation, and data collection using established exercise design and evaluation methodology.

Emergency Management Personnel

Qualified staff who deploy into an emergency operations center to fill section and unit positions under the client's incident command structure when an incident outlasts their own bench.

After Action Reporting

Evaluation and documentation that records what an exercise or real-world response showed and turns it into improvement actions leadership can assign and track.

Curriculum & Course Development

Course design, lesson plans, instructor guides, and student materials built to the standards named in your requirement, with objectives written so performance can be measured.

Teaming Models

Three ways we work with primes

  1. 01

    Subcontract

You hold the prime award. CITE TSG delivers a defined portion of the scope — instruction, exercise support, or emergency management staffing — under your direction and your deliverable standards.

  2. 02

    Teaming Agreement

Bring us in before award. We provide resumes, qualification documentation, letters of commitment, and written technical input for the sections of your proposal that cover training, exercises, or readiness.

  3. 03

    Surge Support

Short-notice fills on an award you already hold — an instructor who fell out, a controller or evaluator seat you need covered, or an activation that outran your available staff.

How We Qualify People

Your reputation is on our paperwork

When you place our personnel against your contract, their qualifications become your compliance problem. We treat that accordingly.

Verified before assignment

Certifications, instructor qualifications, and operational experience are documented and confirmed in writing before anyone is assigned. No credential is represented before it is verified.

Matched to the discipline

Instructors are matched to the subject they teach, with experience in that discipline rather than adjacent to it. We will tell you when we are not the right fit for a scope.

Documented for audit

Qualification records, rosters, and training documentation are maintained so you can answer a contracting officer's question without coming back to us first.

Business Status

Where we stand on registration

Stated plainly so you can assess fit against your subcontracting plan without guessing.

What to send us for a same-week answer

Send what you have. These are the details that let us confirm fit and availability without a round of back-and-forth.

  • The scope or performance work statement language covering the training or exercise portion
  • Discipline and level — for example hazmat operations level, or an operations-based exercise
  • Audience size, number of iterations, and student throughput expected
  • Location, or whether delivery is at the client site, your facility, or virtual
  • Period of performance and any fixed delivery dates already committed
  • Whether the curriculum is yours, government furnished, or needs development
  • Badging, background check, or clearance requirements for on-site personnel
  • Whether you need us named in a proposal or added to an award already in place

Send the scope and the dates. We will tell you plainly whether we can cover it, and say so if we cannot.
